I know this is Canadian immigration forum but NOBODY can deny that American Immigration policy toward H1B and F1 holders has DIRECT impact on Canadian Immigration.
Contact the senators of your area. Small efforts lead to big victories. AWARENESS TO THE CAUSE IS THE KEY. If you don't contact them WHO ELSE WOULD?? If a senator is aware of an issue then only he/she would raise it in congress when CIR is introduced otherwise they just care about illegal aliens.
Dear Senator:
The latest CIR proposal has provision to grant path to legalization i.e. Green card for Illegal aliens living in US for 5 or more years. At the same time this proposal is limiting this 5 year rule to ILLEGAL ALIENS only. Illegal aliens who have broken the law are being preferred over legal aliens. I request you to fight for law abiding and tax paying legals aliens, including H1B and F1 visa holders in this rule. H1B holders like me have to beg employers to sponsor my Green card while illegal person living in US automatically will get a green card without any sponsorship requirements. I request you to demand "GREEN CARD FOR LEGAL ALIENS LIVING IN US FOR 5 years just as Hispanic Caucus in the congress is demanding green card to Illegals living in US for 5 years". This would require changing of any clause/subclause from "Path to Green Card for illegal alien present in US on date of enactment of legislation" to "Path to Green Card for any alien present in US on date of enactment of legislation". Also, even legal aliens living lawfully in US for less than 5 years should be rewarded for entering US legally and should be given preference over illegal immigrants who entered US illegally.

Although economy is bad, Obama and Hispanic caucus is trying hard to push for CIR by this year. Generally, due to huge number and votes, illegal aliens get preference in CIRs. Legal aliens just see harder rules and more and more difficult labor certification requirements. So, Email them or write on the contact forms available on each senator's website:

THE key is a simple change in the clause/subclause in the text of legislation. Generally if 10 or more senators raise the issue with subcommittee working on legislation the text can be changed before it goes for vote. So, each of those senators should get emails from atleast 5-10 people to become aware of of the issue.
Dont just complain about your F1, H1B and GC woes - DO ATLEAST SOME THING, GO AHEAD AND COPY PASTE THE TEXT.
