Only 1 parent can come with minor child attending school in Canada? Can it be both?

Here is what I read on IRCC, the link followed.
Immediate family members may be eligible to travel to Canada if they will be

• establishing themselves with the student in Canada
• helping a minor child attending a school from kindergarten to grade 12 settle in Canada (1 parent)

And my question is: Can both parents come with a minor child attending a school in Canada? And they do not need written authorization. correct me if I am wrong.
