Online TRV Process where??

Just out of curiosity, where do online application for TRV being process? When I say "process" I mean reviewed and decisions are made. Is it in resident country consulate or in Canada?The reason I ask coz I received an update with my wife's application on Saturday which is a non-working day locally.

1. Usually country of residence/citizenship. CIC does work overtime you know.

Emails are not sent in real time, there is a computer process that runs on a certain schedule based on different rules.
