Online master program by a Canadian University. Can someone with visitor status attend the online courses without a study permit

As title. I just saw someone stating that he can study in Canada for 6 month on visitor status for a fully online master degree offer by a Canadian University. He can enter with eTA.
And that he does not need a study permit.
Also claim that he can get PGWP with this fully online program as well and it's from a DLI.
I just wonder if that's possible?
