It probably means that the VO had logged in and checked your account but made no changes to it. That's what I read in one of the posts here
 
This is what i found on CIC website, maybe the same is affecting study permit applicants too

Please note that some citizenship applicants are currently experiencing technical difficulties with our e-Client Application Status online tool. We are working to resolve the issue as quickly as possible. In the meantime, you may refer to the processing times web page for an estimate of how long it may take to process your application. Yes, ive applied for TRV, but maaaaybe it is the same issue that is affecting TRVs as well

I dont know, Im just making a guess.
 
Another reason for delays could be because Delhi is processing Nepal Earthquake victims' visa applications on priority...
