Online applications and IRCC's strategy

From the tracker sheets, it seems to be clear that IRCC is processing only/mostly paper applications since last October. Wondering what might be IRCC's strategy and what might be happening.

If anyone has any idea, please share. Also wondering whether anyone filed any ATIP to understand the reasoning behind this.
