ONIP???

Hi,
I am totally niave to the PNP concept.
Can anyone tell me what ONIP is? Can only people who studied in Canada apply for it?
I did my PhD from USA in Electrical Engineering. Can I apply for the PNP?? if yes then which provinces?

You can pretty much apply for all PNPs who invite people without Job offer.

OINP is a but different, in a nushell once you create your EE profile and select Ontario and have 400 points, you may get invited by OINP.

Curently OINP is not inviting.
