Hi Dianne,
You're eligible to apply for a study permit being there in canada and change your immigration status to student permit from temporary work permit.
However, in your case going by what you have mentioned - that you're applying for a PR at the federal level – implies an application for change in your status in Canada from temporary work permit to a permanent resident status.
While your application is with the immigration authorities, if you submit another application to change your status from temporary work permit to study permit, it would mean you have submitted two applications to Immigration authorities for change in your status both of which are very different from each other, actually contradictory if you look at the time period which both give you to stay in Canada.
Changing your immigration status from Work permit to Study permit:
If you are working in Canada with a valid work permit, you must obtain a study permit to begin your program of study. You may hold a study permit and a work permit at the same time.
There are multiple things involved here:
(i) Getting a Student permit would require you to give up your full time job and it is only after six month of studies you would be able to work part time in Canada.
Also once you have received your letter of admission from a Québec educational institution, you need to obtain:
• a CAQ, issued by the Gouvernement du Québec (Government of Québec).
This applies whether you are pursuing primary, secondary, college-level or university studies, adult education or any other type of training program.

Exemptions for CAQ that might be applicable in your case:
• Students who wish to enrol in a program or course lasting six months or less.
• Holders of a valid Certificat de Sélection du Québec (CSQ- Québec Selection Certificate) and whose permanent residence application is processed in Canada.\
P.S – Since you're already in Quebec, I don't think you would be required to provide a CAQ, if you're in possession of CSQ.
