If I completed a one-year post-secondary
educational program in Canada, I qualify for a
one-year open work permit under the Post-
Graduation Work Permit program.
So,can I use that one year work experience for CEC?

Definitely professional work experience (NOC 0,A,B) gained on PGWP counts toward CEC, but be warned - for CEC you must gain at least 1 year of full-time work. Few days less than 1 year and you might be rejected.

With the upcoming changes for CEC in 2015, no one can answer this question with a 100% surety. You will just have to wait until 2015 to see what new rules are in place for CEC.
