One way ticket possible on tourist visa?

My father is visiting me for my convocation.

He has tourist visa uptil 2024.

Is one way ticket possible for him to book, or does he mandatorily need two way ticket ?

Visit Visa (TRV) holders except workers and students need a return ticket.

He needs a two-way. The airline won't even let him board the airplane for Canada without a two-way.
