One Question... Who receives the ROPR?? Sponsor or the Sponsored person?? Passport requested but still no information regarding the payment of ROPR...

It is a CoPR (Confirmation of Permanent Residence) not a "right" of permanent residence.

The PR applicant receives the CoPR with the visa in their passport.

Assuming you mean Right of Permanent Resident Fee. The applicant will usually get the request to pay or have the fee paid $490 before the Visa will be issued.

quite confusing question. COPR is a confirmation of permanent residence of a sponsored spouse.

Right of Permanent Resident Fee is a fee that is paid by a sponsor for the sponsored spouse application.
