One CIC Account, 2 profiles (different principals)?

Question: Can there be two profiles with different principals under one account? Or is it advisable for the new profile to be made under a different account?

My brother and his wife have different NOCs (2171 and 2173). Their total CRS scores, each as principal, are not far apart. We were just thinking that one might get a nomination sooner/better than the other.

Each should have a profile from a different GC key. Also, one gc-key portal will not support more than one active express entry profile.
