I’m currently on ICT close work permit which is valid for the next 2.5 years. If I would like to change job for the time being, what are the available options? Am I able to apply for an open work permit directly as I’m already a work permit holder inside Canada (one of the criteria)?

You do not qualify for an open work permit.
If you want to switch employers, you need to first find a new employer willing to offer you a job. That employer then needs to obtain an approved LMIA. You can then apply for a new closed work permit tied to that specific employer.
Thank you for the info. If I’m eligible for a 12 months IEC(International Experience Canada), can I switch to IEC and join the new employer on that permit while waiting for my lmia as it’s a lengthy process?
Yes, this might be possible. You will need to wait until the IEC work permit is approved and activated before you can switch employers. Note that depending on your country of origin, applying from Canada may or may not be possible.
