Your question doesn't make sense. If you are asking if you can obtain a visitor visa on arrival in Canada on an Indian passport - the answer is no. You must obtain a visitor visa before you leave for Canada. Without a visitor visa, you won't even be able to board the airplane to come to Canada.

What you've probably heard about is the converse..... which is the eTourist Visa option now available to Canadian passport holders (among other nationalities).... who are visiting India for tourism/meet family or friends/short business visits/medical reasons
