Apparently not. My application went into the DIP phase and I never got an email. I did not get an email when it went into the assessment phase either (I even had a message in my OINP portal notifying me that my application was deemed as complete... and they never sent an email)
However, I did get an email when I completed the payment and when I submitted my application.
