Why is it London Ontario is not included in international student stream program?

I studied in Fanshawe and when I applied (Foreign Worker Job Offer) I had to the city where I studied. I couldn't find London either, but I found Middlesex, which is the county.

London isn't in the list but Middlesex is, and London is located in the Middlesex county. So I would say yes. That's what I chose.
