OINP PNP - Tech draw Aug 1st - NOI with CRS - let's discuss here

Finally got my Nomination letter today and 600 points has been added to my CRS in EE profile.
This is my timeline:

NOI Received: July 12, 2019
Application Submitted: Aug 22, 2019
Incomplete: Sep 04, 2019
Assessment: Sep 05, 2019
Decision in Progress: Sep 30, 2019
Approval: Oct 31, 2019

Isn't OINP supposed to assess the application submitted within 60 days ? In my case its been 2 months since the submission however there hasn't been a change in status. Is there something I need to do to take it forward.

Also, when application is in submitted state and I withdraw, would it mean i would get a refund ?

Finally got the nomination.
Below is my Timeline
NOI received: 1st August 2019
NOC code: 2173
ONIP stream: HCP
CRS score: 435
ONIP application submitted: 24th August 2019
Status changed to Assessment on 11th of Sep
Status changed to DIP on 17th of Sep
Approved on 6th of November

Got a mail from CIC that I have got a new message in my account.
Logged in to my express entry account, accepted the nomination and immediately received 600 points.

The processing time has changed from 30-60 days to 60-90 days. Could be due to high volume. I received after 60 days only. In your case, I would recommend you to contact them to check on the progress. I expect that they might as you to wait for 90 days but still since yours is still in submitted state, better reach out to them.

Thank you for your response. I checked with OINP over email regarding the application status and they confirmed that 30-60 days mentioned in website is only an average processing time. I will be contacted if any additional information is required.

Here's my application case:

OINP NOI received: 1-Aug-2019
Date Submitted: 14-Sep-2019
Incomplete Application notification: 29-Oct-19 (12-Nov submission deadline) --> I missed it. Was away on a long festival vacation.
Receipt of Complete Application: 13-Nov-19 (!!!??? - without submitting any additional docs I just got this!!!)
Current Status: Decision In Progress

I see a lot of peers have already received the nomination. Makes me worry a lot about my application getting stuck.
Anyone else out there stuck in same boat as me?
