I recently submitted my EOI for the OINP International Student Stream pathway using a job offer that starts in September. If I do get nominated before the start date, would I be able to ask my employer to provide me with the employer letter or would I have to wait until I start my job?

you can ask to your employer, the employer puts the start date on Employment letter, if you will start later and your employer declares that, no a issue. Did you submit your application?
