OINP in 2016??

Yes of course! They will have a fresh quota by November I suppose. the quota for the year 2016 is over. So the fresh quota is for the year 2017.

They have only 2 quotas one for EE and another for remaining else.
Here is the info, that I got from MCIIT few months ago:
"Every year, OINP nomination targets are capped by Immigration, Refugees and Citizenship Canada (IRCC). Ontario's allocation for 2015 has been set at 5,200. Of these, 2,700 must have been used under Express Entry. The 2,700 was for both streams of Express Entry - Human Capital Priorities Stream and French-Speaking Skilled Worker Stream. OINP does not provide how many nominations are still available.
The remaining 2,500 were for 'base' stream applications - Foreign Worker Stream, Masters / PhD Graduate Stream, International Student with a Job Offer Stream which were exhausted in December 2015, but re-opened in January, 2016."
Majority of streams are on a paused for the year 2016.
It is suspected that they will open again late 2016 or early 2017.

thanks all for response. I went through OINP appication guide, and I read that, we do not need to apply for OINP. They will selectively send invitation to email/EE profile.
So, is this kind of lottery system or they send it to all applicants who have 400+ points.?
