Hi,
I am currently working in Canada as a supplemental employee on valid work permit. My candian employer having exemption from LMO. I want apply to PR. So in new express entry process, I would like to know that my supplemental offer letter is valid for PR or not ?
 
You need an approved LMO/LMIA to get the 600 job offer points under Express Entry. So you can certainly apply but your application won't be treated as one with a job offer.
 
It doesn't matter. If you want your application to be treated as a job offer application under EE, you need an approved LMIA.

Perhaps a job which is LMO exempt may be classified as meeting the requirement of a job with LMO (LMIA).

These subtleties will need clarification because it ends up giving an absurd result.

No - unfortunately it doesn't. There are many discussions in the Express Entry section of the forum that discuss this. You only score the additional 600 job offer points under EE with an LMIA.
