Does anyone know when you can officially apply for the Off Campus Work Permit?

I understand its after 6 months, but its actually got to be 6 studying months, is that correct? So can I apply literally after 6 months, or is it based on the amount of days you have officially been in university, I.E..Christmas/New Year break won`t count..

Yes, you need to have attended the university/college for 6 months, holidays, breaks etc do not count as far as I know.

I think he's aiming to come for the January intake, in which case the summer break will not count. You are right in saying that breaks and holidays do count, but only in case of short breaks like christmas and easter, not summer holidays. Here's the information from CIC's website:
Examples of six months of full-time studies:

1. Students who begin full-time studies in September and continue through to the end of February (with the exception of the December break) would be eligible to apply for a work permit in March (September to February = six months), provided that they are still enrolled in full-time studies and are in satisfactory academic standing at the time of application.
2. Students who begin full-time studies in January but are not enrolled in full-time studies during certain summer months would not be eligible to apply for a work permit until they had completed a full six months of studies. Students studying full-time from January until the end of April, who take a four month summer break and then resume full-time studies in September, would be eligible to apply in November (January to April, plus September and October = six months).
3. A student studying from September to December followed by a co-op work term from January to April. If the institution considers students of co-op work terms to have full-time status and if the student continues to comply with the institution’s co-op rules, the student will be eligible to apply for the work permit as early as March (September to February = six months).

You need to first make sure that the place where you are going to be studying participates in the off campus work permit scheme. Here's the link to the list of eligible institutions:
http://www.cic.gc.ca/english/study/institutions/participants.asp

If your institution is in the list, then don't worry about anything, you can apply for an off campus work permit even online. You're allowed to work upto 20 hours/week off-campus but you can also work on-campus upto 20 hours/week right from first day and don't need any seperate permit for that. By the way, you can't just stop being a student and keep working instead, the day you cease to be a full time student, that's the same day you need to stop working as well unless you have an open work permit to work full time. Refer to my post above to know how long you will have to wait before you're eligible to apply. Good luck.

once again i have to mention that is the collage iam going to is not eligible to apply for Post Grad.Wrk permit, they comes under private career training institute agency,so can they apply for off campus wrk permit.I heard that we can apply for off Wp irrespective of collage and course, after 6 months (Is it true).so if we get a off campus work permit we can work for 20 hrs how far can this program help me in getting a work permit after graduation (as i cant get a post grad. work permit)else it only helps us financially.

I told you in the message above that you need to check the list to see if your institute participates in the off campus work permit scheme. If the name of your institute is not in the list, you will NOT get an off campus work permit after 6 months (actually 10 months in your case because like I said, if you go in January, the summer break from May till August doesn't count).
You should apply to a different college I'd say.
