Hello,
Im a skilled worker in canada and has applied my husband an open work permit.He then received his visa and is ready to come to canada.But when he went to poea manila to secure OEC they said he will have to get OEC thru a recruitment agency. Has anyone there same situation as me? Pls help

why would he need an Overseas Employment Certificate? he just need to attend PDOS, land in Canada, and find work. correct me if i'm wrong, but OEC does not make sense for OWP.

if he goes back to Philippines for vacation with the intention of going back to Canada, then he will need OEC or still maybe not. this i do not know.

If this is SOWP, no need for the OEC. What you need is a copy of your spouse's work permit that needs only to be presented at the airport when you exit. Immigration officials identify this as part of 'dependent's visa' (their term not mine :) ).

If you still need an OEC - if you can drop by the POEA Balik Manggagawa processing center - and apply for one. But you need a copy of the current visa and passport (for some reason they don't look at the copy of the WP :)), a letter from your employer (employment letter) and EC. What is important is stated the contract dates/work duration and current compensation. Tip - ask the guard at the doorway entrance for how to get this and what counters to go through.
Or - there are online services now - http://www.poea.gov.ph/ - check the banner for returning OFWs - they have the appointment system online to get your OEC. Here is the formal announcement http://www.poea.gov.ph/news/2012/PR_Oct2012_BMappointment.pdf and also includes the fees.

Hi there! Just wondering if your husband obtained OEC or just presented the SOWP to the immigration officer when he flew to Canada? We have the same situation but the difference is that I am going to the Philippines for 2 weeks vacation from Canada with SOWP. Thank you! Hope you'll reply, I really need help. Thank you again!

Following this thread for the same reason/scenario.


I would to request if you guys could help clarify the situation with my wife.

We have plans to go on a vacation this year and I learned about OEC. I'm a work permit holder currently working here in Toronto while my wife have her SOWP and TRV. I understand that I have to secure OEC for my case but for my wife i want to know if she needs to. The thing is she don't work yet as of the moment.

I called POLO here in Toronto to confirm if my wife needs to acquire OEC but the lady I talked to doesn't seem to give me a clear answer. It my be me who was not able to explain the scenario properly or the lady does not know the specifics. I saying this because i read that SOWP don't need OEC thru past threads in this site. I explained my wife is my dependent and stays at home with no current employer. I applied for SOWP so that she can work if she wants to while she he has a Temporary Resident Visa.

In any case, is this "required" for her to be able to exit the Philippines should we go on a vacation?
