hi ,
i am posting this question again with some amendments for a friend

I have read from cic webiste in detail but could not understand whether i'll have to surender my work permit or not ?? (in this situation)
coz i withdraw from my previous school in the middle of the summer term .and now i'm registered for the classes which starts in fall (September).
i was told by some friends that i am ineligible during this period (june to august ) so i should surrender the work permits to CIC .

please guide me as this is a very serious situation for me "
please feel free to ask any relevant details

Case 1:
If he has transferred from one participating institute to another participating he should notify the DIR (Designated Institution Representative) about his work permit.

Quote: " If you transfer from one participating institution to another, you must notify the DIR at your new institution that you are participating in the Off-Campus Work Program. It is your responsibility to request that Eligibility Verification is sent from your former institution to your new institution.

The DIR at the new institution will then be responsible for the annual verification of your academic eligibility. It is your responsibility to ensure that your DIR has obtained a copy of your Eligibility Verification from your former institution.

If at any time you are unsure whether you continue to be eligible for your off-campus work permit, you may request that the DIR check that you meet the eligibility criteria. It is your responsibility to surrender your work permit when you have become ineligible for the off-campus program to ensure that you will not be found non-compliant.

Case 2:
However, if his case is not the transfer but he is starting a new program or level of study, then he is a student of neither of the universities at this time therefore, he will surrender his OCWP.

Note:
If he has started new program or level of study within 4 months of completing / withdrawing his previous program then he can apply for new OCWP from the day first of him being a student in this new course. If his previous status as a student was more than 4 months before the start of new course then he has to wait for another 6 months of studies in this new course before he is eligible to apply for OCWP.

Quote: "If a student begins a new program or level of study within four months of completing a previous program they do not have to wait an additional six months to apply for an Off-Campus Work Permit. They may apply for the OCWPP at the start of their second program and count their full time studies from the preceding program towards their application to work off-campus. For example, if a student completes a bachelor's degree in April and starts a master's degree in September, they are eligible to apply for a permit as soon as they begin the master's program as long as no more than four months have passed.

seems like the first condition will apply ,but even the DIR at his previous institution was unsure about things and asked him to contact cic directly about this situation .also he has stopped working the day he withdraw from previous school. he says he gonna meet the DIR at the new school and then make a call to cic .
