Nothing unusual there tbh. IRCC can pause between stages, your application could be flagged for comprehensive security screening (less common), etc - it has no meaning. IRCC never disclosed how the queue of landing new PR works, so there's no real insight here. The only thing to watch for is if your eligibility/BG goes to completed - till then assume that you are being processed and wait for it.
 
It's been 1 month since all got completed for me but no FD or COPR yet. The wait is really frustrating.

You'll get a RFV/PPR/Portal before CoPR. FD isn't something that everyone gets. Also, that's a very common workflow in IRCC where "All completed" in tracker is just "final review required" note added to your file and another officer needs to either review your application or send you the portal/RFV/PPR -> that can take time! And, given that you aren't even >6 months in processing, this is all but good for you as you are within SLA and not marked "non-routine".
