I,m September applicant, kinda in the same boat with you
I called to CIC today, they told me that my file still in Sydney, in order to get PPR it has to be sent to Ottawa,
so no worry if it is in Ottawa, that is good sign

and there is no exact timeline, it depends on your officer, some are working quick some are not

who ever does not know where is his file, just simply call them and ask kindly, they should tell you, if one does not, call them after one hour

on order to get PPR,it has to be transferred to ottawa,is that true?all PPr are sent by ottawa?

Thanks for the answer but after checking the CIC website I don't think I can make it faster because I should have a planed trip and prove it and it is not the case. I am just waiting to get it before planning it so...

I was wondering if any of the Oct27th applicant or others who applied last year in October has received any update? It is getting very frustrating and do not understand why such a long time.

At work, one of my colleague told me that Trudeau could be recruiting around 50 new immigration agents... I don't know what it is about but I guess that the new government has some work to do to transition to the new government.

When I applied, I thought it would take less than a year and it has been more than that...

I agree it should be dealt with month by month close all September applications then start on October etc etc. Total madness that EE getting pr in under 9 weeks while we rot in the forgotten pile

Same here, Applied in October, AOR OCT 30, 2014. I saw the update in ECAS, DM - September 08, 2015... no news since then. I called them but the agent just told me that it's still well within the 15 months estimated processing time so I will just have to wait. I guess I won't be hearing from them until January.

About Trudeau's proposed changes, I'm afraid it won't help much in the processing times since they're changing the rules as well, and a lot more people can apply/are qualified (which is good) but there will be more applications to process.
