My spouse is an American citizen who obtained Permanent Resident status this past year and since we live in Ontario is now covered by OHIP for health coverage. Under the mandate of the new health care system in the US all American citizens must have health care or face being fined. Does this also apply to US citizens who are Permanent Residents in Canada?

According to http://blogs.wsj.com/washwire/2013/10/02/u-s-citizens-abroad-avoid-health-law-mandate/ if he lives outside the US at least 330 days a year, he would be exempt from the new law.
