Oath and Travel out of Canada on the same day? Urgent

hi,
My friend received an oath letter (Oath on June 15 at 10:30 AM scarborough). but he is flying the same day at 6:30 PM to Switzerland to attend a wedding. his wife and kids are Canadian citizens. He tried to reschedule the ticket and it is going to cost 2000$ (for full family).
so he went to CIC Scarborough, and explained the issue and they told him to
1. Take a Oath on June 15 and get the citizenship certificate (DO NOT APPLY PASSPORT)
2. Go to Switzer using his Srilanka PASSPORT (it has Swiss visa)
3. Come back and apply for Canadian Passport.

I told him, at Swiss airport they won't let him board the plane with Citizenship certificate. because they look for Canada VIsa or PR card or Passport.
i also said, the immigration lady gave him the wrong details

am i right? also if he gives 10:30 AM oath can he get the passport before 5 PM same dfay? because Oath and Passport office are the in the same building. i read it takes one business day for PASSPORT canada to have all the info they needed.

Just a wild thought if interested in being adventurous...Travel to Swiss with SL passport and send a new (urgent) passport application by post so as to reach passport office after 2 days. Once the Canada passport is issued and received back by post, authorize someone to collect and send it to Switzerland thru courier to fly back. However, check if sending passport internationally is legal and also declare the same.

He can travel to Switzerland on his Sri Lanka passport and then submit an urgent Canadian temporay passport application either at the Embassy of Canada in Bern or at the Permanent Mission of Canada in Geneva, depending on where he'll be. He can contact them and explain the situation before he travels.
