I think spouse needs 4 Minimum

Spouse is only necessary if you need it to meet the minimum threshold of 67 points. If after adding ur points in other factors including age, work experience, academicqualification etc and you are able to get up to 67 points, then you are good to go without needing any ielts score from your spouse.

No it is not compulsory for spouse to have language proficiency test only if you are not able to meet up the 67 points threshold based on other factors and you need 5 points from your spouse to hit the mark.

You can check current cap by going to cic.gc.ca/english/immigrate/skilled/complete-applications.asp.

this is regarding the CAP but for 2014 !, what do you think about NOC's like 0911/2132/2232 would reach the CAP ? ?

I AM SO SAD RIGHT NOW.
NOC 2145."PETROLEUM ENGINEER"
I received my application back today 20TH 0CT.
Application received date by CIO: 24TH JULY,2014
REASONS BEING:"Your letter of employment must clearly give evidence showing that you have performed the actions described in the lead statement"

My Boss used the one on the CIC page, it looks 80% close to the one stated by CIC but NEVER COPY-PASTED. The reason for rejection was the least expected to me, My Boss was shocked as well, he tried his best to do every thing appropriately.

PLEASE!! Is there any NOC 2145 " PETROLEUM ENGINEER" out there who would like to help me out with duties so i can send it to my Boss to use it as guide line to right new one, my Boss and I are confused about what CIO might be looking for.
