Number of spousal PR applications processed in a year

From what I read that is just in Nov and Dec alone if i remember correctly.Somewhere around 90,000 in 2019. I think your 18,000 in 2020 is rather low.

I recall appr 80-90 thousand annually.
But : published figures are for total individuals (includes dependents), and under family class. Published figures are also for arrivals (landings) not processed, so excludes refusals, people who get copr but never show up, and there is a lag between issuance and arrival especially now.
The 18000 was a target for files "finished" for last three months of the year.
You could make some educated guesses about how to compare but would only be an estimate.
