Number of CEC immigrants accepted!?

CIC will accept a maximum of 12,000 new, complete applications under the Canadian Experience Class From November 9, 2013 to October 31, 2014.

1. Is this number same every year?

2. Does it mean next "year" for them will start on October 31, 2014 with new 12,000?

The number can increase, decrease or remain thesame or hell they could nuke it all together who knows.

CIC will revise the overall CAP and Sub-Caps as necessary or just get rid of it. Please keep in mind that in 2015 there will be changes. They are planning to accept applicants who have a job offer or already working in Canada. With respect to the numbers, no one can say, we just have to wait and see.
