November 8th Study Permit Application

So anyone around here who has applied before or on 8th November for a study permit and still hasn't heard anything from IRCC?

This would be my second application.. i applied on 3rd July for the first time and it was rejected on September 19th.. i thought second applications take faster to process...

Do you think its worth it to wait? People say that when your second application takes this long they'll reject it. I have another option to apply to the US for a study visa.. but I need to withdraw my application with Canada get a refund and then apply to the US.. I don't know what to do
