NOV 2020 aor WANTING TO BUY A HOUSE IN BC

I got ita through EE and my AOR is Nov 2020 and looks like it will be a few months before I actually get COPR. My question is can I buy a house in BC Canada and be exempt from 20% tax foreigners pay if they are not canadian citizens? I know there is a law in BC about PNP that if you have a PNP confirmation then you are exempt to this 20% foreign land tax. Any thoughts if I should invest money or wait till COPR.

As a confirmed B.C. Provincial Nominee, you should be exempt from the additional 20% foreign buyer transfer tax.

What about EE candidate. I did not get a PNP from BC but I got AOR through EE in november.
