Not eligible for express entry

Hi all

I just submit my application for express entry and the response is that I am not eligible because my over all IELTS score is low and I didn't do an ECA .

can someone tell me if i can apply for example in Morden City/Manitoba because they say firs of all you need to have an express entry profile.

You answered your own question. IELTS and ECA are mandatory.

Yes i know but for Morden they dont ask for high level of english and they dont ask for evaluation
I just need to be sure for that
