Not eligible for express entry

Hi,
I applied for express entry, but was considered to be not eligible for EE.
I have a 2 year Master's degree from Canada, and have completed 2 years of my PhD. My wife also has a 2 year Master's degree from Canada. We have not obtained ECA for education. Our IELTS scores and funds are enough.
I have 5+ years of experience overseas in NOC 4011.
I do not understand why I have been deemed ineligible. Is it for not having an ECA for my overseas studies? The website says I do not need ECA if I have a Canadian degree.
Also, how do I create a new profile for EE?

dear all i just entered wrong funds for 4 family members and got message on My CIC " not eligible" how can i creat new profile.

Dear Mir,

can you pls support how can I creat new profile. is there any time constrainsts that we can not creat profile once we are disqualified. or we can creat 2nd profile any time after we are disqulaified.

Hi,
I uploaded my EE profile soon after that situation. So there is no time constraint. Right now it says account not available, try again later. Anybody got any input about it?
