I used the calculator at http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp and it said i have 407 points.. But http://onlineservices-servicesenligne.cic.gc.ca/eapp/eapp.do says I'm ineligible... why?

Seniors please correct me if I'm wrong. I think it says this because you may not qualify under any of the programmes. You can check your points for the FSW stream, you need at least 67 here.

You may need to go the provincial nomination route or get a masters and/or more work experience

My friend you have mixed up Comprehensive Raking System (CRS) score with Eligibility points. You must get eligible before you enter in to the Express Entry Pool. To be eligible you need to score minimum 67 points out of available 100 points. It is based on six selection factor.
  • age
  • education
  • work experience
  • whether you have a valid job offer
  • English and/or French language skills
  • adaptability (how well you’re likely to settle here)
First you should check if you are eligible or not. Please check this here: http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp
You can calculate your points manually from above link or check using Come to Canada Tool: http://www.cic.gc.ca/ctc-vac/ee-start.asp
Once you score 67 points and become eligible then you can create your profile in Express Entry and get Comprehensive Ranking System (CRS) Points and wait for ITA. Once your CRS score meets the CRS cut off number or above after any draw, you will receive an ITA.

Thanks!! I just put in my order for WES and requested the transcript from my University. WES says they will send the report to IRCC directly...

Is it okay if i haven't created my EE profile yet when IRCC gets the report? Won't they disregard the WES report because I'm not in the system yet?

If you create your profile without your ECA then your profile will be automatically deemed ineligible when you submit it.

For the FSW stream you need at least 67 points. I have more than that and the Come to Canada tool says that I am eligible. The CRS score calculator estimates a score of 458.

Submitted my EE profile and the result states "not eligible - do not meet the minimum requirements"
