Non e-medical enabled doctor in foreign country

What is the procedure for non e-medical enabled doctor in foreign country.

Where and how the doctor should send the results of the medical examination? When I spoke with him he mentioned sending examination results to the Canadian embassy, which I am not sure that is correct for CEC. Probably he is dealing more with other classes of immigrants to Canada, not CEC.

Please advice, so that medical results will not get stuck somewhere.
