NOC related issue

I am working as system analyst from past 4 years, but I have B tech degree in ECE , my question is can I apply for NOC 2071 ?

Some body was saying that person should have degree in CSE for that ?
is that so ?

This is incorrect. There is no requirement for education and experience to match. So as long as you have performed the duties and held the responsibilities in NOC 2071 you can apply.
