NOC for foreign lawyer?

I've worked in the US as a lawyer for 6 years, admitted to New York bar. Wonder can I apply under 4112 "Lawyers and Quebec notaries" even if I don't meet the academic employment requirements for 4112 and am not eligible to get a Canada lawyer's license?
