NOC Category '2147 Computer engineers' and '2174 Computer programmers....'

A lot of people from all over the world who were especially interested to immigrate in Canada were anxiously waiting for the announcement to open the immigration opportunity in the category of Federal Skilled Worker. As a matter of fact I was also curious for this opportunity to be opened, once again. Finally the wait is over after a tremendous workout of ‘Ministry of Citizenship and Immigration Canada' and limited the number of occupations within 24 NOC categories according to the deficiency in Canadian job market, as expected. However, by looking at the NOC title, I was bit excited to see that more than one NOC categories are matching my interest which are NOC Category '2147 Computer engineers' and '2174 Computer programmers....'. Being a graduate in Computer science and Engineering with higher degrees (M.Sc. and/or Ph.D. in Computer Science and Engineering), I believe, anybody can fit either of these two NOC categories. But, as soon as I got into the detailed description defined by NOC 2011 under these profession titles, what I have found that, essentially it is matching to only one NOC job category which is '2174 Computer programmers....'. It is really painful and disappointing that being a B.Sc, M.Sc. and/or Ph.D. degree holder in Computer Science and Engineering as evaluated by WES, Canada, one is not able to apply as a ‘Computer Engineer – (NOC-2147)' because of the way of defining the job responsibilities with this title in NOC 2011. As an Electrical and Electronics Engineer, I believe, that the job responsibilities defined under the category ‘NOC 2147 Computer Engineers' mostly fits with ‘Electrical Communication Engineering', not, the ‘Computer Engineering'. I also believe, the ‘Citizenship and Immigration Canada' have prepared the NOC with their maximum effort, but there is some lacking of expertise in defining the profession title and job responsibilities and the above NOC categories, appropriately. If this is the case, then my concern is do they (Canada) really need the ‘Computer Engineers' or the ‘Electrical Communication Engineer'. I would expect ‘Citizenship and Immigration Canada' should pay their careful attention on this matter and create more opportunity for the prospective immigrants by revising the list or resolving the confusion. I believe for NOC 2147,only electrical and electronics engineers are eligible.
and for 2174 Computer science and Information Technology.
