my brother is a junior high school physical education teacher with 8 years of experience, he works for the government in morocco, is he eligible to apply for an express entry, i mean are physical education teachers in-demand in canada?

Teachers in general are not an in-demand occupation in Canada.

However your brother can certainly still apply for PR through Express Entry. He will want to achieve a score of around 470 in order to have a good chance of being selected.

He should be aware that he will have to go through a certification process before he will be allowed to work as a teacher in Canada. I would recommend he research what this will require to understand what will be involved in moving to Canada and trying to work here as a teacher.

i thought teachers are in-demand occupation since they got listed in under noc 4031-4032..i must be wrong

he got 492 points last time we did the check, even more he is a French fluent speaker which got me thinking if he should apply under Quebec PNP, should he?

I don't understand what you mean by this. Every occupation has a NOC whether they are in-demand or not.

Teachers are not an in-demand profession. Anyone with work experience under a NOC A, B or 0 occupation can apply under Express Entry. This doesn't mean these occupations are in-demand.
