Yes, you can. It doesn't matter if you have a CPA or not. The key point is that your actual duties must match with the NOC one.

Yes, you can. I dont have CPA but my noc is 1111

Yes.

But it is written in the education qualification section that you need to have a CA/CPA/CGA/CMA.......
