Hi, I too am in the same boat. Local VO started processing file mid October. Haven't had any communication since then.

my application reached on 23rd dec 2014. but still my DD was not charged .

DD not charged yet.

Got to know from one of my friend that unless we dont receive any reply from CIC , we are not out of the game.

So hope for the best!!!!

Call CIC to know the status, they will tell you either NOC 1111 capped or not
