NOC 0112... Bcahelors or masters ??

Is it necessary to have a bachelors in HR to apply for NOC 0112.. Or can a bachelors in science person with HR experience choose this NOC..

Can anyone shed light on this issue.. I am really getting confused on how to choose the NOC?

If you apply through PNP, then Education should be relevant to NOC code. However, if you get an ITA through EE, then no need.
