Yes, you can work for 20 hours a week. That has nothing to do with co-op work permit. Co-op work permit is only for your co-op semester.
Is it also possible to get work permit for co op at the time of immigration at airport when entering in canada.

hey guys, if i already have a visitor visa and if i apply for study permit now, would they issue a new TRV S1? do i have to pay the application fees again?

If they don't issue one, then you can travel on your existing visitor visa. If they do stamp a new visa, the price will be included in the application fee of the study permit, no extra fees are required.
