No status changed in application in 4 months

I submitted my PR app in Feb and still there is no change in status (even medical). I called cic and was told that my application is not assigned to any agent yet

1. is it usual ?
2: are there more case like that?

CEC Inland is supposed to be very fast. Check in the myimmitracker.com for the cases similar to you.

One of my freind was CEC inland from February I guess, dont know the exact date, he got his PPR two weeks ago
