No Medical Request?

Hello everyone
I want to ask you guys on my wife’s pr tracker Eligibility was updated to Completed and received pre-arrival letter on Gc keys before receiving Medical Request?
Is it this processing normal?
Did they forgot to send Medical Request or it's just Delay?

It's normal. We had same because my husband was already here as a student and did Medical previously. I believe there is a public policy exemption one from Medical if they are inside Canada and their last Medical was less than 5 years ago.
