No IELTS but has Indian Degree Certificate , would that be enough for Citizenship Application ?

My friend's spouse has her Degree Certificate from India, and yes its in English.
She does not have IELTS or any English exam proof.
So can she just submit her Indian Degree Certificate for her Canada Citizenship Application ?

Better to get a letter from her University that her medium of instruction was in English.

You can give your Secondary board or degree Certificate if it says , Medium of education/study - ENGLISH .
they accept it . I gave my 12th certificate and its approved
