No fees for work permit application?

Hello everyone,

I just submitted my work permit (IEC young professional) application online and was ready to pay my fees but MyCIC automatically submitted my application.
How come they didn't ask me to pay the fees? I am from Germany. I am confused now and hope that it won't delay my application.

Yes I got the letter that CIC received my application along with my application number.
When will they ask me to apply again? Its so confusing!

I just went through the questionaire again to see if I did something wrong but they didnt ask if I am fee exempt. I answered everything the same way i did before and at the end they were suggesting me again to apply for IEC....
