My little brother received a request to submit his biometrics by visiting a biometric collection service point in order to have his fingerprints scanned and photograph taken. However, as the title suggest, there is no biometric collection service location in our country (Chad). I was reading on the Canada website that if there is no such location in one's home country, one should visit the nearest VAC to submit his/her biometrics. The nearest VAC locations are well over 1.5km away.
He contacted CIC and asked them if it's really necessary to get these done in advance and what other options are available for him. They replied back today but didn't really answer his question.

I honestly don't think is fair for him to travel that far just to provide fingerprints and photograph taken.
