My wife applied for citizenship on January 14 and the application was received on January 17, as per Canada Post. It has been almost 70 days since then and she hasn't got the AOR (Acknowledgement of Receipt). Is this delay normal? Anybody else encountered this long delay?

Not trying to put you down, but for certain cases it took more than four months. Be patient, and only worry if it passed four months, on average it takes not more than two.

Try logging into ECAS with your UCI from PR. My UCI is the same.
Also, be sure to check your spam folder if you gave an email, mine (and many others) went there.

Where you located, I would say look at spread sheet for applicants with your processing office. it varies from office to office, February applicants started receiving AOR and I still see mid January guys getting AORs. I would say you should get it in 90 days
 
I still wouldn't worry with 70 days. So many people got their AOR in 3 months and some of them had their application returned back to them after 3 and half months.
